When Los Angeles was first established in 1781, 26 of the 46 original settlers were black or mulatto. Juan Francisco Reyes, a mulatto settler, served as elected mayor of Los Angeles in 1763 and served three terms. Pío Pico, California's last governor under Mexican Rule, was of mixed Spanish, African and Native American ancestry.
